In the heart of India's poorest state, Bihar, the battle against illegal alcohol sales continues nine years after a statewide prohibition was introduced. While aimed at curbing addiction, domestic violence, and financial ruin among its most vulnerable families, the effectiveness of this law remains a contentious topic.

A Fractured Enforcement Strategy

During a foggy October morning, officials from Bihar embarked on a mission to raid bootleggers. Armed with a sniffer dog, the group navigated the Ganges to unearth an illegal distillery, only to find a hastily deserted site. The officers noted, “They often get tipped off before a raid,” illuminating the fractures in the enforcement strategy surrounding the ban.

“Despite these enforcement gaps, alcohol prohibition remains firmly in place in Bihar.”

The Political Undertones

Passed in 2016 under Chief Minister Nitish Kumar, the law was heavily influenced by persistent demands from women's groups. Widows' Voices: A Heartbreaking Reality

As I toured Chhapra district, the voices of bereaved women echoed the disastrous impact of alcohol abuse. Lalmunni Devi, who lost her husband to toxic liquor in 2022, shared, “I just hope no one else has to suffer the same fate.” Her sentiment was echoed by Neetu Devi, another widow, whose husband succumbed to the consequences of the liquor ban's failure. “If the government were to shut down all such factories entirely, it would no longer be available,” she lamented.

“Many women and elders swear by the benefits, highlighting improvements in finances and family well-being. Yet, the illegal trade continues unabated.”

Geographical Challenges Amplifying the Crisis

Bihar's geography complicates matters further. The state shares borders with Uttar Pradesh, Jharkhand, and West Bengal, where alcohol is permitted, serving as significant sources of smuggled liquor. Additionally, a lengthy and porous border with Nepal has become a major conduit for illicit alcohol, affording smugglers an easy escape from enforcement actions.

The Policy's Paradox

While the outgoing administration is likely to maintain the prohibition, the question lingers: has the policy facilitated a true social reform, or merely concealed the problem?
